Civs priority is subjective so in fact all new civs are both prioritized and not. I guess even if there were 75 civs (36 civs more) people would still be complaining. I think the more civs there are in the game, the more people expect them to be increased. There are many ideas for civs and the civs limit will not satisfy anyone.
